When you purchased your home, you paid for title insurance. They should have researched the title, which would give you a chain of possession. You may be able to determine who or when the failure to disclose originally occurred. I know you are expecting answers from the City, but they did not build the house and they did not sell it to you. It has been standing for 22 years without a problem. Even when there were problems across the street, there wasn't with your house. I know no one wants to hear this, but did anything occur in the last year to alter the way stormwater or wastewater is carried away from your subdivision? I can see the deep hole under the street, indicating dirt is washing away under there also. That has not been going on for years or the whole street would have collapsed by now. Dumping loads of concrete in there is a temporary fix, not the solution that well prevent it from happening anymore. Determining where the water is coming from and where it is flowing to could answer some questions. Water travels the path of least resistance and runs down hill.
When the homes across the street were bought out, what were those circumstances? How many homes did that affect?
I know this is very frustrating for you and it would be "easier" if someone would just come along and take care of it, but I don't see that happening. So everybody needs to put on their thinking cap and do some research both historical, legal, and physical layout of the land. Just because it is happening, doesn't mean "someone" specific is responsible, there are probably a forgive my description here...a comedy of errors involved.
