Trouble isn't the word for it - it's more like pain in the a**!
If it's not a storm water issues isn't something else ...

When I walked out the door this morning ready to leave I carried my son in his car seat and found I'm blocked of getting out of my own driveway!! And that’s a problem!! I was told we’ll have that you out of here in 5 minutes, that was 2 hours ago and they are still working! The culvert that goes under my driveway is being replaced. Due to the development it's now not equipped to handle the amount of rain coming off the bear hill side that once used to be covered with nice trees, which has been turned into a mud mess, since I believe 2004. The builder/contractor (O'Dell Construction Co. Inc.) who is replacing it decided it wasn't important to let me know that he was doing the work! He said he told the neighbor whom we share the driveway with and that he knocked on the door last night ... but didn't leave a note and didn't bother to knock this morning when they started the work so I could have made arrangements as to parking my car across the street and what not. Therefore we missed my 7-½ month old son's doctor's appointment and have to wait a week to get into the doctor for his shots, thank god he wasn't sick, or bleeding ... what happened to common courtesy? Is it so hard to knock on the door? I would have been happy to park across the street. That isn’t a problem! I will tell you that James O’Dell himself has apologized for not allowing us time to make arrangements to park our cars across the street, however sorry doesn’t get me to my son’s doctor’s appointment. Besides the development all the together, communication and lack of common courtesy is the problem today.

That would be enough to make anyone mad. By rights someone should have had the courtsey to let you no the night before.

Wonder what Mr. Builder would have done had you said since you didn't get any notification and you had an important appointment he should take you or lend you his car. After all your time and the doctor's time are as valuable as his.

Mosquito breading ground in a retention/detention pond! 2 Years, 12 Months ago  
I’m glad you can see my point of view, and gosh what a way to start a morning. It really made me mad, If I had only told him what I was truly thinking. This whole development is just, ugh!! To put it nicely. The nice woods that used to be there were so beautiful. They’ve since been replaced with this retention/detention pond!

A water detention pond, by definition, detains water. When an area is paved, or covered with a building, water runs off the property much faster than when it is in a natural state. The total amount of discharge is the same, but the discharge happens over a shorter amount of time. A hydrologist will design a water detention pond to temporarily detain the water and keep the runoff to the desired rate. When the rain ends, though, the water detention pond will be empty shortly afterwards. A detention pond is a low lying area that is designed to temporarily hold a set amount of water while slowly draining to another location. They are more or less around for flood control when large amounts of rain could cause flash flooding if not dealt with properly.

But my question is how long is “temporary” and what do you consider a “set amount?” It seems as if there is always standing water in this so called detention pond which seems to would make it a retention pond. I bring this up only because the mosquitoes around our home this season are horrible! Yeah I’ve seen the bug guy out a few times but he isn’t backing his truck up my driveway and straying or driving thru the development straying. Mosquitoes don’t need a whole lot of standing water to lay their eggs, a bird bath, a little water in the bottom of your flower pots. Let tell you there is more standing water in this detention pond than all the flower pots and bird baths in the city of Arnold combined! And it’s in my backyard! I have brought this to the attention of the city before but no one seems to care. I thought not to long ago I read in the Leader about a case of west nile virus found in Imperial, again a little to close to home! I wish a city official lived a little closer and was affected by this problem …

They do not have the right to block your driveway. You should have called APD and forced them to move or have them towed away.

I'm sorry if I was unclear or if your didn't read my entire post? The culvert that goes under my driveway is being replaced. Which was the reason I was unable to get out of my driveway I considered calling the APD however seeing it was totally an emergency I called City Hall instead, talked to a woman whole listened to my complaint but really couldn't do anything ...

I have a bird bath in my front yard but the birds empty it as fast as I fill it so I don't think most bird baths have time to breed mosquitoes if they are normal size. Very large ones might.

I also have a small pond in my yard but the water is always moving with the pump and spray plus if people who have these types of things in their yards they can buy these round disks with a hole in the center and drop it in the water which kills the mosquitoes and eggs. This is what I use in my pond. They can be purchased at most lawn and garden stores, stores that sell pond supplies plus at Wal-Mart. Since it is late in the season they may have to be purchased at a pond store.

Hopefully the city is using something in the water detention area.
